   2010 Work Plan

Mission

The mission of the Osceola Economic Alliance (OEA) is to “Encourage and facilitate community & economic development in Osceola County, Michigan.”

Goals & Objectives

Economic Development

Goal #1 – The Osceola Economic Alliance (OEA) shall support manufacturers in Osceola County

Objectives:
     1. 
The OEA will continue to conduct Retention Visits in conjunction with the Michigan Economic Development Corporation (MEDC).
     2.  The OEA will continue to maintain the Osceola Economic Alliance website.
     3.  The OEA will continue to provide assistance when requested and as opportunities become available.

Goal #2 – The Osceola Economic Alliance (OEA) shall support small businesses in Osceola County.

Objectives:
    
1.  The OEA will attend the community/business expo in the City of Evart.
     2.  The OEA will continue to provide counseling, research, and referral services to both existing and start-up businesses.
     3.  The OEA will continue to maintain the Osceola Economic Alliance website.

Goal #3 – The Osceola Economic Alliance (OEA) shall serve as the coordinating agency for the Osceola County Brownfield Redevelopment Authority.

Objectives:
     1. 
The OEA will continue to serve as the agency responsible for both of Osceola County’s Assessment grants from the United States Environmental Protection Agency (EPA).
     2.  The OEA will conduct a renewed outreach effort.
     3.  The OEA will continue to maintain the Osceola Economic Alliance website.

Community Development

Goal #1:  The Osceola Economic Alliance (OEA) shall provide housing assistance.

Objectives:
     1. 
The OEA will write at least one article regarding foreclosure assistance which will then be given to the three newspapers serving Osceola County residents.
     2.  The OEA will continue to remain knowledgeable about United States Department of Agriculture (USDA), Michigan State Housing Development Authority (MSHDA), and other housing programs and then serve as a point of contact for questions.
     3.  The OEA will continue to serve as the local administrator for the county’s Homeowner Rehab program serving low-income residents.

Goal #2:  The Osceola Economic Alliance (OEA) shall provide assistance to Local Units of Government & Non-Profits.

Objectives:
     1.  The OEA will continue to maintain the Osceola County website.
     2.  The OEA will continue to maintain the Osceola County Township Association (OCTA) website.
     3.  The OEA will continue to provide grant writing services.
     4.
  The OEA will continue to assist with development of the Osceola County Quilt Trail project.
     5.  The OEA will represent the interests of Economic Development on the Osceola County Planning Commission.
     6.  The OEA will continue to provide other community & economic development services to Osceola County and other local units of government when requested and as opportunities become available.

Goal #3:  The Osceola Economic Alliance (OEA) shall continue to serve as webmaster for government websites.

Objectives:
     1. 
The OEA will continue to maintain the Osceola County website.
     2.  The OEA will continue to maintain the Osceola County Township Association (OCTA) website.
     3.  The OEA will transition both the Osceola County and OCTA websites from Microsoft FrontPage to Adobe Dreamweaver or a different software package that will continue to be supported in the future.

Additional Initiatives

Goal #1:  The Osceola Economic Alliance (OEA) shall work to stay current on issues by actively participating in subject related, outside organizations.

Objectives:
     1. 
The OEA will continue to remain informed of workforce related issues through participation on the Michigan Works West Central, Workforce Development Board.
     2.  The OEA will continue to remain informed of regional community & economic development related issues through participation on the West Michigan Regional Planning Commission and provide input through its Comprehensive Economic Development Strategy (CEDS) committee.

Goal #2:  The Osceola Economic Alliance (OEA) shall conduct a formal organizational review.

Objectives:
     1. 
The OEA will review its bylaws.
     2.  The OEA will implement any changes identified during a review of the bylaws.
